UPDATE - Carta Porte 3.0 Requires New Logic for Compliance Starting April 1, 2024

The Mexican Tax Authority (SAT) will launch Carta Porte 3.0 with new rules for compliance on April 1, 2024. As previously communicated, the Carta Porte 2.0 rules have been required since January 1, 2024.

Carta Porte 3.0 will require two new data elements:

  • Mexican Importer Information will be required on all loaded shipments into Mexico.
  • Mexican Material Code (MMT) will be required on all loaded and revenue empty shipments with an origin or destination within Mexico. MMT will also be required on all residue last-contained hazardous shipments with an origin or destination within Mexico.

BNSF is working to prepare our systems to accept the additional Carta Porte information via Electronic Data Interchange (EDI) as well as in our Shipping Instructions application. More information about Carta Porte requirements can be found in the AAR Carta Porte Supplement.

Failure to comply with Carta Porte rules may result in shipping delays or rejection at interchanges with Mexican railroads.
