Shipment Integrity and STAT Programs
Shipment Integrity
Resource Protection has introduced a value added
service program called Shipment Integrity Reporting (SIR), that allows BNSF
customers to have timely information on any seal changes that occur while
the shipment is in BNSF custody.
Shippers have the option to request SIR reports be auto generated to
any designated printer, facsimile, or Internet address. The information
report includes the date, time, location, train and synopsis for the seal
change. The report is generally provided within three business days.
We know the unexpected can happen, but by working with our Resource Protection team members, we can provide you with that added support you
need.

discuss the program with you, set up the program, and suggest additional
security measures to ensure your shipments are safe and secure.
Strategic Transportation Asset Tracking
STAT is an acronym for "Strategic Transportation Asset
Tracking", a complex mainframe computer application which was created
during 1999 and has completed three years of beta testing by the BNSF
Railway.
With 100,000 loads moving on the BNSF System at any given time, how does
one identify, track, and protect a thousand or so hi value, hi risk Intermodal
loads from the time they are in-gated, loaded on railcars, transported
and de-ramped, until they are checked out the gate. STAT does exactly
this, by providing a SNAPSHOT of the exact status of these loads, including
Railcar Initial/Number, Container/Trailer Initial/ Number, Current City/State,
Train Symbol, Route, Lading or Shipper and Final destination.
Several other Class 1 Carriers have attempted to emulate this process
with catch up projects. Perhaps in the future BNSF will decide to market
this technology as a product to other transportation carriers.
The qualifications of a STAT load are a minimum load value of $250,000
or $100,000 if it is an agreed upon at risk cargo. The following shipments
qualify as a STAT load regardless of their value, consumer electronics,
such as televisions, stereos, video or digital recorders, personal computers
and/or monitors, cigarettes and distilled liquors. The STAT Program seeks
out high value, hi risk loads utilizing one of two methods. It searches
for specific secret codes agreed upon between the SHIPPER and BNSF found
in the Account Of customer code field.
Standardization among Class 1 carriers to identify STAT loads has not
been achieved at this time. The majority of Carriers are attempting to
utilize commodity or STCC codes as a method of identifying STAT loads,
which results in large volumes of STAT loads but very little quality.
One shipper placed a STCC code on all his shipments instead of just the
selected Big Screen TV Shipments. This resulted in hundreds of STAT loads
appearing on the report which turned out to be auto parts. The goal is
not to identify every single cigarette load, or every single electronics
load. The goal is to identify hi value, hi risk shipments which have a
history of theft and shipper dissatisfaction whereby the shipper is willing
to participate in the STAT process, which could include other recommendations
from our BNSF Resource Protection team, such as, implementing a
new security bolt or lock program on all the shippers STAT loads. At present,
there are no additional charges for the BNSF STAT process.

What is the STAT Program?

and thereby, improve the inspection process of these shipments during
their transportation cycle on the BNSF Railway.

Yes, for STAT load status, we require a minimum load value of $250,000

The STAT program is most effective when combined with a manager's overall protection recommendations.
How does the STAT program work?
The shipper inserts an agreed upon alpha or numerical code, not to exceed
12 characters, into the "Account Of" field of the standard waybill.
The mainframe computer then sorts out these waybills into the STAT program
and either electronically generates the information to specific stations
along the shipments route and/or is available for manual inquiry. (Instructions
to auto generate this report are currently available to all Resource Protection personnel
through ROTC).
How do we know that the program works as intended?
Test shipments are regularly monitored to verify the accuracy of this
program. Additionally, identified shipments are screened to ensure they
meet the minimum program standards.
